Is Afghanistan a war of necessity or a war of choice? That's the frame that Council on Foreign Relations president Dr. Richard Haass suggests be used in thinking about U.S. foreign policy decisions. Speaking at the Maxwell School/Public Agenda Policy Breakfast, Haass argued that a war of necessity must be both a matter of vital national interest and one with no viable alternative. Haas also talked about the war to win hearts and minds of potential terror trainees. "How do we break the recruiting train?" he asked.
